  - **Answer:** Rule-based consistency oracle checks proposed actions against 6 weighted rules (project reference, board verb, artifact path, cross-reference, genre vocabulary, clinical numbers). Returns score 0-1, GOOD/UNCERTAIN/BAD assessment, per-rule verdicts, and 1000D bound vector.

- `O9` — **Full encryption suite policy (Gellar + technical crypto)** — **Weakness:** Write standard “encryption” and Bioship/Shamir/Worker tokens are separate stories; collaborators cannot see one policy surface. **Fix:** Author `ENCRYPTION_POLICY.md` (or extend `WRITE_STANDARD.md`): map HALO tier → allowed storage (plain, sealed manifest, Bioship, git-crypt), → transit (TLS only vs signed URLs), → key custody (DPAPI, HSM, CF secrets); cross-link [15 O12](../15_Project_ShadowsOfSight/BOUNTY_BOARD.md), vault root **O12**, P11. CI: optional lint for `vault_clearance` vs path rules.
